Question

My 1968 L6 250 needs a carb adjustment(monojet, had it rebuilt) and the timing set to spec(had distributor off), which should I do first or does it matter? Also, any suggestions on where can I pick up an idle-stop solenoid?

Try Ground Up for the actuator. If they don't have one Year One, NPD or one of the others will...

Bench adjust the carb (floats, throttle butterflys, accellerator pump etc.) to factory spec's then set the timing just enough to allow the engine to idle ok. Then finish the carb adjustments and set the timing to spec's.

Do it just like Denis said except remember to go back and adjust the idle after your through with the timing since anything you do to the timing will change the idle a bit.
