hi, i am new to this forum and am in need of your help. i just bought a 94 z-28. it cranks over many times before it will start. I hooked a fuel pressure gauge up to the fuel rail and turned the key to the on position and the manuel says it should hold at about 40. mine does not hold pressure. it goes to 40 then drops to zero. when i turn the key on the fuel pump runs for about 3 seconds which is normal. gauge hits 40 then jumps back to zero. when car does start it holds steady pressure at about 39-40. ive allready changed the fuel filter. could this be fuel pressure regulator. please help. i have to get this fixed. thank you

Pinch off the return line and do that test again.

If the pressure still doesn't hold, the regulator is bad, or, (not as likely) a leaking injector(s) problem.

If the pressure holds, it's a bad fuel pump.

Yup, check the regulator with the pinch test as ZZ430* suggest. Also wanted to add that a friend of mine had a similar problem. Also, his mixture went rich. He pulled the plug and found one fuel fowled. Turned out an injector was leaking.
