Well, Dad of Four, this 4 psi in the first 2 seconds sounds normal. The pump is filling up and pressurizing the fuel line from the tank to the gauge. Takes alittle time.
Put a tee with your gauge and place the gauge in the supply line. Start the engine up and pressure should be 9-13 psi. with fuel flowing through the system.
If an OE set-up, the OE pressure regulator is not adjustable. You would have to buy an aftermarket unit, then it would be adjustable.
