The car has an ignition miss that I've got tracked down to either the cap or coil. At idle I can hear a definate snap/crackle that sounds like an arc crossing a gap. Removal of each cylinder wire from the cap at idle causes RPM slowdown/additional miss. With the lights off in the garage there is an arc that jumps from both terminals of the coil to the center post at the base of the wire boot. The center post boot is in excellent condition and is an MSD part to match the MSD Blaster coil. The coil has no visible cracks. The distributor is a Holley. I have not yet taken a look inside of the distributor cap.

Is the coil arcing normal? Any ideas would be great.

Arcing isn't normal. Check with msdignition.com and call them. Maybe you shouldn't have an old resistor wire in there but I'm not sure. Holley would help also. Plus did you just install or is this out of the blue problem.

Bad boot. Spray it with wd-40 ( displace and moisture) see if it goes away. Might me a carbon or contamination tract that holds moisture. Has it been raining where you are?
in any event, the boot now has poor dielectric properties (holding moisture or contaminated, or even punctured) and should be replaced,
good luck
