I have a 96 Camaro and the fans wont come on unless I have the A/C on. I have new relays, new ECM, new temp. switches, new thermo., and plenty of fluid in the radiator. I can turn the fans on with a diagnostic scanner but that's it. Any suggestions? (the thermostat works cause it runs at 165 going down the road)

How hot is it getting?

220 degrees or so is when the fans are supposed to come on.

Have you checked all the ECM grounds?

No, I haven't. Can you tell me where they are located at? It started acting up after I jacked the motor up to put in a High Volume Oil pump. I might have pulled a wire loose.
