put a 400 small block in a 78 camaro with a 350 flywheel on it. and it vibrates from 1500 rpm on up, I think i need a 400 flywheel but not sure.

Yes you do need a 400 flywheel. The smaller chevy engines are neutral balance, meaning that the counter weights on the crank shaft are large enough to balance the rod and piston assemblies. Therefore the flywheels don't need extra weight in them to balance the engine. The stock 400 crank does not have enough material in the counter balance so the flywheel must have extra weight to balance the engine.
