Fuel Pressure with car running varies between 20 and 28 psi. Standard is supposed to be 34-39 psi. Replaced fuel filter. No help. Disconnected fuel return line and ran fuel pump got 20 psi. How do I know if I have a fuel pump problem or a fuel regulator problem? Car is driveable, but low speed performance is bad and will often quit on idle down. Any ideas? Thanks.

I would suspect either a faulty fuel pressure regulator, or pump problem. To test for a regulator problem, pinch the return line closed while engine is running-gage attached to fuel rail.

If the pressure does not go above recomended pressure, look at the fuel pump or strainer sock in the tank.

Cool

It was my fuel pump on my 88 Z/28. Same pressure you had at 20 lbs.
