Rear shock location HELP!!!!

i have a 67 camaro, 8.5" 10 bolt, hotchkis 1.5" lowering leaf springs, rear disc conversion and bilstein shocks...first of all...are the shocks supposed to be located in front or in back of the rear axle???? i had them in back of the rear axle and the angle seemed too extreme and they were hitting my disc i moved them in front of the rear axle and it looks right but!!! even with the car on the floor the shocks seem too short, and they are under no pressure at all, even feel i have the wrong shocks??? are they mounted in the wrong posistion??? pics would help a lot!!! thanks
