69 Z rear brake lockup

Well I read through all the posts I could find & sure wish people would post their cure for this problem. I've replaced the Master Cylinder, Proportioning Valve & the Rear Brake Holdoff Valve & still have rear drum brake lockup. I looked at the rear drums for cracks & the linings for breaks & found nothing. When I backup & slam the brakes on the front end comes up but doesn't lock up the front or the rears. Braking going forward is fine on easy to moderate braking but will lock up the rears on hard braking. Wouldn't be a problem if I was always attentive to the road, didn't drive in traffic or ever had to slam on the brakes in a corner. I'm thinking of replacing/rebuilding the front calipers next.
Any ideas would be appreciated.

I had this same problem six weeks ago. Your rear brake rubber hose needs to be replaced.(between metal brake line to rear end) I found one at Napa for 28.00. After I replace mine....No more drums locking up.

As above....

Swap the drums side to side...you may have mixed them up and the shoes on one side have beed different to the other.
Failing that
Check the drums for out of round....get them re turned, but check drum thickness isnt below min spec.
