1969 steer column is jammed

I'm in the process of installing an ignition key cylinder into my column. I was moving the ignition switch rod down to set its position and apparently pulled down too hard and it is jammed. The bowl won't rotate and the rod is stuck in the start position (i.e. rod fully extended). It seems like the plastic gears may be jammed but I don't want to pry on them. I still haven't inserted the cylinder at this point. I tried applying even pressure to the rod as well as tapping it. Ive tried rotating the bowl (it can move only slightly) while pushing on the rod but to no avail. Any help would be appreciated.

My only guess is to disconnect the ignition switch attached to the rod under the bottom of the column. Then you will have to set the cylinder in place and align the rod with the ignition switch so they are sync with one another.
