What is the right way to tighten the spindle nut that holds the wheel bearing on ?

One way is to:

Front Wheel Bearing Adjustment
1963-1970
Front Bearing are suspended on tapered roller bearings. Adjustment of freshly cleaned and repacked roller bearings is as follows:


Torque spindle nut to 19ft. lbs. while rotating the wheel.
Back off the nut until bearings are loose.
Retorque spindle nut to 11 ft. lbs. while rotating the wheel.
If either cotter pin hole in spindle lines up with nut castellations, back off the nut one-twelfth turn and install cotter pin. Otherwise, back off the nut to the first position that will accept an horizontal or vertical cotter pin.
Install cotter pin and lock spindle nut into position.

One twelth turn??!!! How the heck are you supposed to measure that??!!

And why are we spinning the wheel? Why can't you just tighten the bolt to the appropriate torque spec and slip in the cotter pin?

Spinner allows the bearings to seat properly while you adjust.
Another way to do this is to bolt the tire on (no center cap), now while spinning the tire use a wrench to tighten/loosen the spindle nut, you basically tighten it to where it slows down the tire just a 'tad'!! now take the tire in both hands and try to jiggle it, you might have to back the nut off a turn to feel the jiggle, then tighten a quarter turn, jiggle, tighten a quarter turn, jiggle, until you feel no more play, which should be around where you feel that tightening the nut causes the wheel to have just a slight bit of resistance!
I personally like to do this with all new bearings/grease, drive around for a few miles, then take it apart and check again just make sure sure its adjusted properly with the grease nicely distributed and worked in well.
