I know on power discs the plunger goes in the lower hole on the pedal but I cant seem to get the pin to go through the lower hole but it fits great in the upper hole. What would happen if I run the brakes with the booster rod hooked to the lower upper hole on the brakes?

keep trying ,i made the mistake of just throwing it either hole and my brake pedal floated when i reved up the engine ( i just stuck it in the top hole thinking it was just less leverage i thought id try that to see how sensitive it was ).i dont know if the 69's have the return spring like the 67's but dont forget it..

Keep trying the lower hole! I once put it in the top hole on my El C and if you breathed on the brakes it would throw you thru the windshield. There is an adjusting nut on the rod, loosen that and try turning the bracket and see if that helps.

Also make sure the pin will go through the lower hole without the bracket. Maybe you need to file the hole a little bit.
