Engine vacuum is a must. Higher RPM's, more vacuum if bigger than stock camshaft.
A minimum of 15 inches of vacuum, I believe is required for correct action, others here running bigger camshafts may comment.
If vacuum is low, generally a vacuum pump and reservoir with check valve against engine supply is installed for more vacuum to get brakes in functioning correctly.
