issues with M/T front tires

Any ideas....

I just received a pair of 26.00 x 7.50-15 Mickey Thompson Sportsman Bias-Ply front tires from summit racing. I put them on a new 15x5 greg weld wheels. The tire guy confirmed the rim is straight, but both tires seem to slightly move side to side like the rim is bent. Anyone experience this before? The tire guy said the tires were bad and would not finish mounting them. Thanks !!!! A
