Are 17" steel rallys really 17" and Trim Rings

Trying to pull together my brake/wheel/tire combo. Ideally, I want 17" Rallys and the steel ones are more reasonably priced than billet but it looks like maybe the 17" steel rallys from Wheel Vintiques are actually 15" centers with a deep rim so that the OD is 17 but ID is only 15? Can anyone confirm?

That may leave me with billet as the only option. They're expensive as hell and don't look quite right to me, but maybe that's because the centers are truly 17 and I'm just not used to seeing the slots on a wheel that large?

Then there's the brake question. Thinking Wilwood. Question between DynaLite and DynaPro, 10.75 or 12.19" rotor. Is anyone running 12.19" Willwood DynaPros with either the 17" steel or billet rallys?

Lastly, in an ideal world I would be able to put trim rings on either one instead of running the chrome rim bare. I actually found a company in Taiwan that looks like they make stainless trim rings in large sizes, specifically for alloy wheels. Yes, this is true. I learned this a few years ago when I reviewed the same option.
