Is that package showing the washers on the bolts? I swear I see the washer already on the bolt, but surely not. If you got the washers separate, maybe they are metric and got mixed up.

The Japanese have a good way to insure quality like that; They put the parts together prior to shipping. If you receive the package with the washers on the bolts, you know they fit!
