The hole by itself is for the firewall pad retainer and the small hole & larger rectangular hole next to it is for the L6 throttle cable. (Although it shouldn't be a rectangular hole!) This same hole is also used for the radio ground strap on V8 cars, but again, it shouldn't be rectangular!

You can see the throttle cable in the AIM, UPC 6, Sheet D2, Item 1 (view B), the U63 (or U69) radio ground in UPC U63/U69, Sheet A6, item 2 (two places), and the drilling instructions in UPC 0, Sheet A9, Items 4 and 2.
