Question 84 Camaro Smog Problems

Hello all I have a 1984 Camaro with a 2.8 Litre motor and it has now come time to have the car smoged. I thought the car would pass like it always has but this time no luck. All of the reading were good except one,the car failed on the (NO) it read 1551 (PPM) and 2318 (PPM) everything else was good the % of O2 was 2.9, The HC PPM was-29, The CO%-0.05. We found out that the EGR valve was bad. After we changed the EGR Valve the NO PPM droped down to 1338 PPM. Thats a big improvment but not as much as I needed it to drop. Can anyone steer me in a direction to help get this level down to where it needs to be. Any help would be great. Thanks and I hope to here from someone real soon. Thanks
