What is the biggest engine?

The hubby and I were having a discussion the other day...

He thinks the 1st Gens could have been ordered with a 427.

But I recall that GM had a mandate of no more than 400 cubic inches for the F-body.

He thinks he is right, I think I'm right. So who's right and what is the largest engine, offered from the factory from 1967-1969, for the Camaro?

COPO camaro had a 427
also there was a rare ZL1 aluminum block available aswell.
all others to my knowledge baldwin and yenko were dealer installed 427s.

You are both right. The 396 was the largest engine you could walk in and order using the RPO, regular production order. But if you wanted to order a fleet of 50 using the COPO, central office production order process, you could have had a larger engine installed. That is how the 69 or so ZL1 427 Camaros came to be. Many dealers offered new Camaros with engine swaps for larger than the 396 the factory was offering, but those would not be "factory" ordered cars.
