Fuel Pump question

I'm installing the fuel pump on my 327. I've put new heads and all new seals and gaskets in it. My question is about the shaft inside the block. Is it supposed to slide all the way up or all the way down? I can take the shaft (looks like a short pushrod) and pull it all the way out of the block. When I turn the engine over by hand the shaft doesn't move. Am I missing something here??

With the pump out the shaft slides down and is off of the cam. If you want to feel it move, you have to push it into the block as far as it will go, hold it there, then turn over the engine.

The lobe lift is only about .3" so it doesn't move a whole lot.

1.325 60', 5.988 @ 115.4 (carb)
