I think for 1500 the best would be you, take yours apart and take the parts down to local machine shop, get the heads done, motor bored, honed, crank cut or polished, rods checked and order a new cam, pistons, rings, seals and throw it back together. I bet you can get it done for around 1500 and end up with hp and motor that has more care put into it then any jasper crate engine.
Just take your time and read instructions. A little detail will go a long way. I built my first motor when I was 16 this way and had 35,000 on the motor before I sold it and it went another few years after that and sold again still running.
