If you're looking for more upstairs, it's time for some more airflow. I doubt you'll ever get any more working with that carb/intake/head combo. I had a 396 years ago that fell off after 5000. I was using an Edelbrock Performer intake, which I discovered later is actually a peanut port intake! Good for a pickup perhaps, but not a hot rod.
If you're trying to maintain a stock look, try porting the heads and intake and upgrading carb size.
