Why do they call the 4" bore 283 a 301?

Its essentially the same as the 302, is it because they want to differentiate that its a bored out 283?

Because a 283 CID starts out as 3.875" bored out an eighth inch (3.995" diameter) is a 300.8 CID rounded up to 301 CID.
A 302 CID block is starts out as a 4.000" diameter and is a 301.56" rounded up to 302 CID.

Actually I thought it would end up at mathematically the same number, that maybe calling it a 301 was just to sort of show it was not a 4 " bore block to start with....

There were 301 Chevys long before there were any factory 4" bore small blocks. The term goes back to the late 1950's, and isn't a factory term, just one used by those who had their 283's bored out.
