If the engine is internally balanced, then you would need a neutral balanced harmonic balancer and flywheel.
If there is a 400 h/bal installed, then the engine may be externally balanced and need a 400 h/bal and a 400 flywheel. Otherwise, a great imbalance will be present.
One way to check is remove the oil pan and visually check the counterweights for Malloy metal studs installed and check for a complete weld about the circumference of the slug to ensure the slug stays in place.
Another way is to check the balance card for the items balanced and used. Most shops will fill out the card and give to the customer, but don't always get passed along to the next owner.
