engine (383) is out

Pulled this engine out of the camaro so I can swap in the one from my vette. Is there anything strange about the last throw on the crank? I was told that this was a 383 using a 400 crank, which would make it externally balanced (it had the 400 balancer and a counterbalanced flywheel), but the heavy drilling on the crank's last throw looks strange. If it's externally balanced, why would there be any need for additional drilling or weight removal? Any ideas?

Yes you have a 400 balancer, did it take that much weight removal to get it into balance? If it didn't I give up?
