What is this part and how is it secured?

So I am trying to figure out what this part is and how it is secured. It is the lower tube guide for the oil dipstick on a 327 engine for a 1967 camaro. This tube seems to just fit snug in the dipstick port. But, how does it not vibrate out and land in the oil pan over time? Is there something I am missing? Please help. Thx

Basically the lower tube on the top has a lip on it and the hole it fits into is stepped. You can only remove the tube by pushing it upward.
The hole on the topside of the block is larger and only drilled down maybe 2" or so and then the hole further down is a smaller diameter.
