Torque generally applies to the bolt and not the material being fastened. Another genrality is that heads should be torqued in a circular pattern starting at the middle and working your way out toward the ends. It's also advisable to perform at least two passes. Say the spec is 80 ft*lbs. Torque first at about 60 and then final torque to 80. Don't ever take it to spec on the first pass. Three passes isn't over kill either (such as 50, 70, 80).
