Question

I'm looking at a "509" 400 block that a friend has.
Does the photo show too much core shift?
Is there any other info you can give me + or - on the block?

It's hard to judge a block that way as I have seen blocks with no core shift and have the cylinders be junk on one side at all and other blocks with more core shift than what you have there and be fine. The only real way to tell is to sonic test the cylinders to see what you have. And it's common to find all the cylinders fine except for one will be way out of spec and then you end up with a pile of crap.
