I rebuilt a used Holley 700 DP, but it has what looks like a brass vacuum tube screwed into the side of the primary metering body above the idle adjust needle. What do I do with it? Is it a vacuum line? does the carb need it?

It is a vacuum port, if it's the tube I am thinking about, is it adove the idle mixture screws? If so that should be a vacuum port.

Correct, It is right above the idle adjustment screw. Do I need it? Should I cap it or connect it up to vacuum? What effect does it have?

That is a ported vacuum source. Depending on your set up, you can use that for your distributor vacuum advance.

You could either run manifold vacuum from the port on the baseplate for the distributor, or plug it.
