My seal to hood has some kind of cloth tape and it came apart is that all that keeps it together or am i supposed to glue the seal to the flange?

You might try to find a good self-vulcanizing inner tube patch kit to fix that seal. Try a high end bicycle shop.

As for the flange to seal attachment, the factory used no adhesive but it is not a bad idea IMHO. If the seal were to come apart or fall off, it could end up on the exhaust manifold and cause a fire or at the least a nasty mess to deal with. Just one man's opinion.
