You can try tapping the top of the valve with a plastic hammer and see what happens. Maybe spray some PB Blaster on it first and let it soak. However, it has been our experience that once a valve sticks, the stem is probably starting to gall up and the head will have to come off. We have seen a bunch of this lately on cars that are not driven much, especially intake valves. I personally think the unleaded fuels now days tend to gum up a lot quicker. I remember starting cars up when I was a kid that we knew had been sitting for several years, and never having a problem.
