If it is a Q-jet, it sounds like someone may have fiddled with the clock spring on the secondary throttle blades. Basically, the clock spring sounds like it is too loose and the secondaries are opening too far too soon. But I third the rebuild. Nothing like a fresh carb that is properly set up to start with.
