Have taken Cat off.

89 350 IROC. I have taken the cat off and put in a test pipe. there appears to be a problem with the deceleration and the EGR valve re the idle. it appears to nearly cut out. Is there a way to compensate for the lack of back pressure it this is the problem There is also a 1/2" pile open at the side when the cat was taken off. what does that do. any ideas.
