If the timing marks are 25* to 30* retarded, one would not be able to see the mark due to the harmonic balancer mark would be at the 3 o'clock position or further clockwise. If the distributor is turned CCW, its advancing the timing, the timing mark will be going CCW when viewed by the timing light. CW will be retarding the timing. Are you aure you'll on #1 plug?
Usually, when a vacuum unit fails, it either is stuck at the "at rest" position or the diaphram is broken and the unit is still at the "at rest" position. Never seen one stuck open, maybe the instructor is suggesting the diaphram is really broke and the arm is disconnected inside and the arm has "sunk" inside the vacuum can. This would advance timing.
You can buy just the vacuum unit and change it with the distributor in the engine, a little difficult, but can be done. And it does make a difference if the engine is 2-bbl equipped or 4-bbl equipped.
