Oil going up head bolt threads

On my Dz rebuild with only 200 miles or so I notice black oil around the driver side front bottom bolt. It is not the valve covers, definitely the bolt. Why would it be so black when the oil in the pan is clean? Does this bolt hole go thru to an oil passage?

No. It goes into the water jacket.

As John suggests, the bolt goes into the water jacket. It may be the coolant weeping up the threads, coming out from underneath the bolthead, and dirt in the air, remember the fan in front, mixing with the coolant.

You might sprinkle the area with either Martha White Flour or talcum powder to see if there are trails from another source.

If it coolant it is black nasty stuff. I have a feeling that I am not done with intake vacuum leaks and oils is working it's way out somehow. I put new plugs in so I can start from scratch and monitor the plugs. The plugs I started the engine with have been thru intake leaks and some were dirty/oily.
