vacuum related problem?

I'm posting this here too because you guys have had all the answers I needed before. Plus, I think it might be vacuum related...

The car: 1968 RS convertible, 327/275hp, Powerglide, Power drum brakes

The problem: the brakes are bled and I have decent ‘pedal’. When the car is started, and the pedal is depressed it will not come back up. The pedal stays on the floor. I can move it back up with my toe, but it will not come back on its own.

When the engine is off, the pedal springs back normally.

What I have tried;

1. Replaced new power brake booster with old (still same problem, now I have an ugly booster!)
2. Checked vacuum line (clamps appear good)
3. Checked for vacuum at port (there is)

Two questions come to mind. First, should there be spring on the brake pedal under the dash to assist with return? Second, what have I missed that might be causing the problem?
