#4053 Holley question

Looking at the top of my #4053 carburetor I notice that the air bleeds only have little brass restrictors on two of the foue holes. The old #3310 I have has little brass restrictors on all 4. Should my #4053 have them on all 4 air bleeds? Are the inside pair of holes or the outside pair of holes the idle air bleeds? If the idle air bleed is too big (not restricted) will it run lean?

On a 4053, the outboard pair of air bleeds are for the idle system; all four of the secondary side air bleeds have pressed-in brass restrictors, but on the primary side, only the inboard (high-speed) air bleeds have restrictors - the outboard (idle) air bleeds do not. The idle air bleeds only affect idle and off-idle (transfer slot) fuel volume.
