Hazard Blowing Fuses 1968

Just got my dash guage cluster back in and everything seemed to be working fine. Several days later radio shorted out and fixed that fuse. As a result of checking the fuses, i pulled the hazard fuse. Now, everytime i insert the new fuse it blows at contact. Left side of hazard contact has 12.35 volts and right side has 0. All other lights, interior, brakes, turn signals appear to be working fine. Any help on steps to address this issue appreciated.

Put a test lamp in place of the fuse as a debugging tool. The lamp will regulate the current while you wiggle, disconnect, and verify all the connections. When you eliminate the short, the light will go out or reduce in intensity (depending on what you have disconnected at the time).
