1989 IROC-Z Tac Problem

I have a 1989 IROC-Z with a 5.7 Litre TPI Engine. The car had been setting for over a year and when I started it the Tac Pegged at 7,000 RPM and will not work and does not return to Zero when shutting the engine off. All other Gauges work correctly. Any Ideas? Also, when driving at 20 MPH and flooring it it will not kick down to First Gear. At 50 MPH and flooring it it kicks down correctly to Second Gear. Is the Kick Down Issue Tac or Transmission related?

You probably don't want a 700R4 kicking into first at 20. It would hit redline pretty quickly (depending on your rear gearing). As for the tach, I'd try cleaning/reseating the connectors on the distributor. If that doesn't work I'd pull the cluster and reseat the tach. The contacts are pretty flimsy clips in 3rd gens. Do the other instruments while you're in there.

my tachometer goes straight to max upon starting. How do I reset the tach? Is there a trick to it, is there a switch? I even found another tach, but it does the same thing.
