No brake lights or tail lights but blinkers and hazzards work?

I drove my 67 to cruise in tonight and when I left the I noticed I had no dash lights so I got out and checked and sure enough no tail lights! The car has no brake lights or tail lights but the blinkers and hazzards work fine. I checked the Instrument fuse and no power to the fuse at all. I quickly made a jumper to go from the accessoy spade to the instrument lights spade so when the key is turned on the tail lights come on and the brakes lights work as they should so that I could get home but now I need to figure out why the Instrument fuse has no power. Anyone have any ideas? Thanks for the help.

Instrument fuse is powered from the taillight fuse then goes thru the rheostat before reaching the fuse then on to the bulbs.
