wiper motor putting out 12v

my 1969 camaros wiper motor is putting out 12v on the lower contact pin where the black wire plugs into( high speed from switch). Also the wiper motor only as 1 speed (slow).

from doing searches, wiring to the wiper motor should be;

yellow wire 12v
blue wire ground low speed
black wire ground high speed

ive checked that the wiper motor ground was properly grounded and added an additionnal ground just in case, but 12v is still present on lower contact.

Any ideas on what is wrong, i might just buy another one from Cardone if i cannot find the problem

It is supposed to have 12V on it. That wire will be grounded when the switch selects it.

Wiper motors are always hot and work by grounding one or both of the ground wires. Try grounding both ground wires at the same time and see if you don't get high speed.
