Press brake the turn signals go on

I am putting my car back together after getting my car returned from Auto body jail. When I press the brake pedal both turn signal lights go on and stay on. Any ideas?

Turn signal indicators?
If indicators are coming on, are the front bulbs coming on?
Jiggle the turn sig lever, blow off the body shop dust, and most important, ensure the cluster ground is in good shape, meaning unscrew & screw the screws.

Yes turn signals. My front lower lights are not in yet. Would this cause the problem?

I don't know if the lack of parking lamps is causing the issue with hitting the brake pedal causing them to light up, but I knwo for a fact that without them installed on my 68 it caused all sorts of issues electrically.

Check that the four way flasher button is not pressed in.

Installing the wrong bulb will cause that as well.
Hook up all the lights before testing.
Make sure everything is grounded.
Check to see that you have dual filament bulbs in all the sockets that have two contacts.
