Horn not working

Hi team camaro. I recentley rewired my 1968 camaro with painless performance wiring harness. I installed an internal regulated alternator. I have taken the steering wheel off. I put a test light on the horn cylinder in the steering column and get power. I put test light on the horn fuse in the fuse box and get power. When i push the cylinder in at the steering column should i have power on the green wire at the horn. When i do this i have no power at the horn. I took jumper wire from the battery and both horns work. I have tested the horn relay and it has power at the fuse box. Any help would be appreciated

Do you hear the horn relay clicking when you ground the horn wire?

Thank you. It is a new Grant steeringwheel. I was not getting good ground. I grounded the cylinder to the steering shaft and the horn works fine. Thank you for your help
