While trying to look for a relay in my 68 Camaro, I accidently turn the horn on a couple times by fooling with the horn relay. Since then I do not have power to the dash or anything in the car. The battery is new, showing 12 volts and does not accept any additional charge from a charger. It almost seems like there is a fusible link blown somewhere, but I have never installed one myself and not aware of any installed by GM. Anybody have some suggestions?

Welcome to the site. Lot of good stuff here. There should be a 12 gauge wire that goes from the horn relay to a junction block near the battery and a wire from there to the positive post on the battery. This is probably the culprit. Check all the connections and make sure they're clean and tight. Let us know how you make out.

Well your idea got me motivated. I looked through the length of the red wire and found nothing, but after getting the vacum bottle out the headlights out of the way and getting a light into the horn relay area, I saw only two of the three connections made underneath were in place. Replaced all the connections and it started no problem.
