68 Camaro - and wondering what the tan wire is coming from the left side of the fuse box
also having problems blowing the instrument panel fuse (4 amp) - any suggestions ?

One tan wire goes to the emergency brake to operate the brake light.

Blowing fuses, Dash lights,
Is it an Auto Trans with console? are the lights for the shifter PRNDL on?
How about the light for Heater control panel, is it on?
Last how about the radio light, is it on?
If any of these lights are working it could be possible that the bulb has fallen out of the socket and the live pigtail wire is floating around and hitting a ground, POOF goes the fuse, If you have an after market radio then check the radio light first, Some one might have just cut the socket off and let the live wire dangle.
