Well after 4 days of messing with horn, we finally figured it out. I purchased a new relay and horn button mechanism. Then new metal diaphragm was so stiff I put the old one back in, it had a nice clicking sound. So, me and my buddy shorted the plunger to wheel nut and horn sounds, hallelujah. Problem was when you put the SS button on the wheel, NOTHING WORKED. So frustrating. My buddy noticed that the metal inlay for the SS steering wheel came off and the nut seemed loose. So we got a quarter turn on the wheel nut, still nothing. He pulled off the inlay and I happened to notice a bump on back side. Those happened to be screw holes. We screwed the inlay into the wheel and OMG, it worked. 4 days of putzing around and it was 3 screws holding the inlay to wheel.

Wanted to share, in case someone else needed to know.

So, that is 1 of 2 issues fixed to get it inspected, the other is brakes, so posting on that section, as I have questions.
