Good deal. What was the power problem?
you might disconnect the inlet to rail fuel and apply low pressure shop air to tank, use nozzle and rag to seal, yes, not good, but will work, and pressurized tank priming fuel pump and line.
Or, jumper across f/pump relay socket and have pump prime fuel.
You will know when pump is pumping, high pitched whine to a growl, typically 5-6 amps current under load, if measuring.
