Two dumb '67 questions

Couple of dumb questions, especially since I took pictures but missed these:

1) Where does the curved directional signal connector actually mount? It has that curved clip on the back but I don't know where it goes.
2) What is the hard metal wire on the back of the instrument panel do and where does it go? Looks like it goes up around the high beam indicator?

Are you referring to the second Blinker receptacle. I think it clips on to the wiring harness behind the dash. Only other wire I recall going to the instrument panel would be a ground lead. That can pretty much get attached to any screw under the dash or the steering column mount bolts.
