Dash Gage Cluster Power Problem

As part of my restoration I have replaced ALL of my wiring. In hooking everything back up I have come accross a problem with no power on half of my dash gage cluster. I have pulled it apart and terminal 3, on the plug into the circuit board, does not have any power with or without the key on. I also do not have any power to either side of the small 5amp fuse on the bottom of the fuse block. I am stumped. am I missing something simple?

There should be power at the fuse box at all times. Check all your wiring for loose connections. Also check the main connections at the back of the fuse box going through the firewall. Do a wiggle test on all the wires. I'm sure the problem is at the connection going to the box or maybe the fuse box itself.
