Should idiot lights still work if you have console gauges?

I was replacing my instrument cluster today, and I noticed that the bulbs are missing from the idiot lights for FUEL and OIL. My car has console gauges. So two questions:

1) Should the idiot lights for fuel and oil have bulbs and be operational if you have console gauges?

2) Since the sensors for gauges are analog and different than the on/off sensors for lights, how could/do they make both work?

You only have the fuel light if you have the console guages, and no the oil light should not work with the guages since the oil line to the guages attach to the same spot on the block as the old sender does.

The oil gauge in the console is mechanical, and has a plastic tube that connects it to the top of the block. The fuel light is lit by a low fuel module that is attached to the bottom of the fule gauge in the console, it porvides a connection to ground when the fuel is down to about 2 or 3 gallons.

Where the oil sender goes into the back of the block, tee it and also add the warning light sender...u need to pull the dizzy to do this.
U will then have oil gauge and warning light.
A 2nd sender can also be wired for the water temp warning.
Fuel warning I dont know..mines wired but have never had the gas low enough to find out...
It is not good practise to get gas that low as it tends to pick up and crap there matbe all in one go, causing float valve problems.

If your car was originally equipped with console gauges, then the warning lights will not work. The under dash harnesses are both different even though the circuit board is the same.
